Li Guoying, male, Han nationality, is a native of Yuzhou City, Henan Province. He was born in 1964, graduated from North China Institute of Water Conservancy and Hydroelectric Power and entered the work force in 1984. From 2001 to 2011, he was Director of Yellow River Water Conservancy Commission. From 2011 to 2015 he was Vice-Minister of Water Resources Ministry. He was an alternate member of the 18th CPC Central Committee. In 2017 he became Governor of Anhui Province and a member of the 19th CPC Central Committee.
